Queen Arkesteilles I continues her campaign of city-state nationalism and there has been a significant acceleration of citywide activities, including food stockpiling and weapons ordering. Rumors suggest a potential military campaign against Espin.

There are also unconfirmed reports that the queen is meeting with foreign agents. Seems unlikely (who would she be meeting with besides us?) but there are quite a few clandestine meetings from the past year - enough to arouse suspicion.

Xalim the Grand Monk has been aggressively recruiting for the Commonality cult. Seems worse than their father in this regard.

Magic usage has fallen 3% since the imposition of magic taxes, but the aristocracy are livid. Talk has been circulating of deposing the Queen in favor of a more pliable figurehead.

Currently she represents new feminism (to be encouraged) and good relationships with the moonborn (also to be encouraged) but creates political instability and infighting amongst the aristocracy (of questionable use to our ends). Unexpected snow last Stormseason has swollen Lake Irienzha and it is now encroaching on some of the low lying districts of the city. Expect deaths by both drowning and sickness to increase this calendar year.

Deforestation has been increasing dramatically and the Mid-Continental clan is frustrated at their territory being taken. They’re asking us to further regulate the lumber business. Personal recommendation is not to bow to them - their territory is already wide-ranging and they are coming to forget their place.
[Oldgrowths’ notes: see notes for the Commune - can we continue to accelerate lumber production in order to drive some of the Mid-Continental clan northwards? This will put them in direct competition with the Commune. Should be easy to create a conflict.]

Very little information or insight to be gained from a distance. Stone shipments continue at standard rates for the season. Metal (ore and forged) has seen an uptick, possibly because of Kalin. Very little activity outside the city.

Project Dreamlight is proceeding at an incredible pace, thanks to the late Olvre t.M.L. Stockpile now exceeds 1,000 items. New experimentation has been… unpromising, but Xertem t.M.L. may be able to assist with that.

Gang wars are reigniting between the Pikes and the Ferals in Boar’s Bay. Small acts of violence on both sides. Other gangs seem to be waiting to see a definitive outcome. Recommend that we quash this before the whole bay lies in flames.

The canal between Spire and Lake Irienzha is currently being dug. Expected end date is sometime in Growthseason of 691. As requested, the project is currently being kept secret; Kalin and the kudran cities believe it to be an expansion of the Queensroad.
[Oldgrowths’ notes: Leave the gangs to their squabbling. They will be united under the same flag soon. The end date for the canal is unacceptable; finish it by Stormseason 690 at the latest. Let us know what resources you need to achieve this goal.]

Business as usual… or, more accurately, pleasure as usual

Moonborn continue to be pleased by the Hedonic Pact and uphold it. Alugare’draum remains one of the few truly safe places in Draumir.

Population has plateaued for the past few years; this year is no exception. (Although, the immigration rate vastly exceeds the emigration rate - the numbers are balanced by the deaths of those held by the Hedonic Pact.)
[Oldgrowths’ notes: Could the Alugarea be militarized if their supplies were cut off? Involving them in the eradication of the Commune would draw less attention to us than if it were done by the Mid-Continental clan. Confirm the feasibility of this plan and create scenarios for us by next year’s Allscouts.]
Zetia

Senior physicians are requesting several researchers to analyze post-traumatic healing of those who have lost loved ones in accidents

Hondrouk

13% decrease in prisoners over the past few years. Those who are coming in more and more often choose to work the mines rather than give up M-DIAF. Consequences include significantly increased output of dreamglass (mostly to Spire and Kalin) but a decrease in usable M-DIAF for Zetia.

An operan prisoner went dream-crazy, took an enormous amount of M-DIAF and almost made it out to the wall before being neutralized by guards. There are worries internally that her actions will inspire others; prisoners are restless. Recommending sending new guards.

New tunnels being excavated - current shafts are producing less raw dreamglass than in previous years. Estimated excavation cost 1.2 million chits.

Increased voyages to and from the Stormshatter Isles recently. There may be more kudrans living out there than previously estimated.

Hard to say more without being allowed inside the city, but the atmosphere is relatively the same as before - quiet industry. They’ve begun building their own merchant fleet so as not to have to rely on Spire ships to sell their goods.
[Oldgrowths’ notes: Is the wood from their ships coming from Espin? If so, impose a steep tariff on it. We don’t want them getting quite too independent from tixan influence, at least not for the next few years.
Ulik’otrem

Citywide tensions have led to social and political instability. The only reason the kudrans haven’t actively rebelled yet is because too many of them are leased out at a given time. The operans seem to know this.

In the same vein, mercenary activity has increased significantly, especially along the Kingsroad and Queensroad in response to reports of violent bandits. Yet the operans’ expenditures are extremely low; they must be amassing quite a fortune.

Coriellen clan has engaged in limited capacity with Ulik’otremea and can confirm their lethality and exceptional training. If and when the kudrans overthrow their operans, they will be a peerless military force.
[Oldgrowths’ notes: Send a contingent downriver from Kalin. Have them gently pry into the goings-on within the city and probe for a long-term plan from operan leadership. If there is none, report back immediately. We may have to use our own people - the Ulik’otremea absolutely cannot be allowed to unshackle themselves.]

There is a rising tension in many cities over the past few years. Racial crimes have proliferated and city-state patriotic sentiment is at its highest since the Second Civil War. Working classes in Kalin, Ulik’otrem, Hondrouk, and Spire are all directing their anger at the elites in their cities. This tension may be out of even our range.

What goals do the Windcrest oldgrowths have for Auliem in the next century? A third civil war may be upon us, but war is a wonderful forge in which to temper a new future.]
